Focus on Collaboration

The Symposium for Research Administrators is an exciting opportunity to establish connections and expand the knowledge of research administration at the University of Wisconsin-Madison.
The theme of the 2016 Symposium for Research Administrators is “Focus on Collaboration” and will showcase knowledgeable speakers from a variety of offices across campus. The event will consist of panel discussions, short “spark” talks and networking activities.
Throughout the day we will touch on issues that involve multiple stages of the award life cycle. Topics will include Fee-for-Service vs. Research, PI Transfers/Changes, Outgoing Subawards, Cost-Transfers, Revenue Management and Closeout.
The Symposium aims to strengthen collaboration through shared learning experiences and conversation. We hope you enjoy the variety of speakers as well as short engagement activities throughout the day.
Focus on Collaboration
October 17th, 2016 - Union South
Registration will take place from 8:15 - 9:00am with refreshments available. The program will begin at 9:00am with welcome remarks from Kim Moreland, the Associate Vice Chancellor for Research and Sponsored Programs (RSP), Laurent Heller, the Vice Chancellor for Finance and Administration and Marsha Mailick the Vice Chancellor for Research and Graduate Education. The Symposium will consist of two panel discussions and five 20-minute "Spark" talks on a variety of topics related to UW research administration. Bonniejean Zitske, Assistant Director of Research Financial Services in RSP will be our moderator and Melanie Hebl, RSP's Education Coordinator will lead the group through several networking activities throughout the day. Francis Halzen, IceCube PI will join us to discuss his research at the South Pole (http://icecube.wisc.edu/~halzen/icecube.htm). We encourage attendees to join us after the event in the SETT (1st floor of Union South) to continue the networking and conversation in a relaxed atmosphere.
Intended Audience:
UW Administrators who work directly with sponsored projects. This includes department administrators, financial accountants, dean's office administrators, RSP staff and more.

Robert Andresen is the Director of Research Financial Services at the University of Wisconsin-Madison (Research and Sponsored Programs Office). He and his staff are responsible for all areas of financial and non-financial post-award administration, including reporting, invoicing, subagreements, audit, and closeout at one of the world’s largest research universities (US$1.1 billion in annual R&D expenditures). In addition, he and his staff are involved in the development and negotiation of the University’s F&A and fringe benefit rates. Bob has presented sessions at regional, national and international meetings on a wide variety of research administration topics. He is active in the Federal Demonstration Partnership (FDP), the Council of Government Relations (COGR) and the National Council of University Research Administrators (NCURA) where he is currently serving as President.
Benjamin Ball is the Senior Accountant in the College of Letters & Science Office of Budget-Finance, Budget Planning and Analysis. He provides post award support and effort coordinator administration to departments and units within L&S. Additionally, he oversees and manages L&S Foundation Funds, Trust Funds, and gift and grant accounts. Before becoming a Senior Accountant in L&S in May 2016, he served as the Department Administrator in the Department of Psychology. He previously held positions as Grants Manager and Financial Specialist. Prior to joining the UW-Madison community in June 2009, he worked for several years in the financial services industry.
Shelly Earl is a Senior Accountant on the RSP Nonfederal Post Award team. She has been a part of the team since 2004. Part of her tasks include review and approval of Cost Transfers for awards in her portfolio. In addition to her regular work, she also provides oversight for the Residual Balance Process and RSP’s electronic Post Award document retention system. She has also presented at NCURA regionals and at the national FRA conference on various Post Award topics.
Brenda Egan has worked at the University of Wisconsin-Madison for over 20 years. She worked at the Waisman Center as a Grants & Contracts Specialist managing pre and post awards responsibilities. She then took the opportunity to move to the School of Human Ecology to gain experience at the Research Dean’s office. This work opened the door for a move to the Office of Research and Sponsored Programs. She is currently Manager of the Proposal Services team, who work together to promote and facilitate the extramurally supported research, education and outreach mission of the University through the preparation and submission of proposals.
Sandy Fowler started with the UW in 1997 at University Housing as a program assistant. In 1999 she moved to the Department of Forest Ecology and Management. Her time in the department prepped her for a move to the CALS Research Division. Here she spent a solid two years reviewing salary and non-salary cost transfers and assisting RSP and CALS departments with sponsored project closeouts. Her post award role moved to CALS Business Services where she now serves as an accountant providing guidance on many post award aspects, travel, and purchasing questions.
Bob Gratzl is the Manager of the RSP Contracts Team. He joined the University in 2011 as a Grant and Contract Specialist for the RSP Contracts Team. He and his staff are responsible for the negotiation and execution of sponsored research agreements with sponsors ranging from federal to non-profit to clinical trial affiliated pharmaceutical companies. As part of RSP, he and his staff are also responsible for the new issuance of subawards to UW’s partners. Bob has presented at both regional and national meetings on a wide range of research topics. Bob has a B.S. in History and Economics from the University of Wisconsin-Madison, and a J.D. from Marquette University Law School.
Ben Griffiths Senior University Legal Counsel. He provides legal advice in the areas of sponsored research contracting, policy and compliance, export control, and transactional matters. He serves on a variety of University committees, including the Research Policy Advisory Committee, the Biosecurity Task Force, the Radiation Safety Committee, and the Office of Industrial Partnerships Advisory Board. Prior to joining the Office of Legal Affairs in 1993, Ben served as legal counsel to a small business and worked at a public interest law firm. Ben has a B.A. in Political Science from Miami University (Ohio), and a J.D. from the University of Wisconsin Law School.
Francis Halzen's publications cover the Standard Model of particle physics and its extensions as well as the textbook Quarks and Leptons. In recent years his theoretical publications have covered subjects at the interface of particle physics, astrophysics and cosmology. The majority of this research was focussed on the IceCube project, the world’s largest neutrino detector, for which he is the Principal Investigator.
Melanie Hebl is the Education Coordinator in the Office of Research and Sponsored Programs (RSP). She joined the university in 2007 as a Grant and Contract Specialist working in RSP preaward services. Prior to joining RSP, Melanie was a grant administrator for the WI DNR and an educator for the University of Georgia Extension. Melanie has presented educational sessions at local, regional and national meetings on a variety of research administration topics. She has professional training in Online Education, Instruction and Instructional Design and is currently in the process of developing and expanding educational opportunities for UW research administrators.
Laurent Heller began his appointment as the University of Wisconsin-Madison’s Vice Chancellor for Finance and Administration in August 2016. The Vice Chancellor for Finance and Administration is UW-Madison’s chief financial officer and is responsible for the overall supervision of the university’s administrative and auxiliary functions, including budget, facilities planning and management, business services, research administration, human resources, police services, housing, health services, student unions and recreational sports. He has more than 15 years of experience in budgeting and finance, higher education strategy and business operations. Heller came to UW-Madison from the University of California, Berkeley, where he served as assistant vice chancellor, financial planning and analysis. https://www.vc.wisc.edu/about-biography.htm
Susan Horein is an accountant on the Revenue Management Team in the Office of Research and Sponsored Programs (RSP). She works mainly in the area of aged Accounts Receivables (A/R) focusing on past-due payments from sponsors. Prior to coming to RSP, Susan worked at UW’s Arts Institute and the Wisconsin Film Festival.
Tammy Kuhn Martin is a Senior Research Administrator – Pre-Award in the College of Engineering Research Services Office, a position she’s held since 2005. She got her start in Research Administration in 2001 when she took a student hourly position as an Accountant Intern for the post award Non-Federal team at Research & Sponsored Programs before moving to the RSP pre-award team in 2003. Tammy serves on a number of campus committees related to research administration and is a member of the National Council of University Research Administrators (NCURA) and has presented at their regional meetings. Tammy has a B.S. in Human Ecology from the University of Wisconsin-Madison.
Dr. Marsha Mailick is the Vice Chancellor for Research and Graduate Education at the University of Wisconsin-Madison (UW-Madison). She has strong ties to UW-Madison having done her undergraduate degree here before receiving a PhD in social policy from Brandeis University and becoming an associate professor at Boston University. She returned to UW-Madison as a faculty member in 1988, and served from 2002 through 2015 as the director of the Waisman Center, a large multidisciplinary center with a focus on developmental disabilities and neurodegenerative diseases. She served as interim director of the Wisconsin Institute for Discovery from 2006 to 2008, when the institute first began and started to define its research priorities. In 2014, Chancellor Blank appointed her Interim Vice Chancellor for Research and Graduate Education, and in early 2015 she was appointed permanently to that position.
Her own research, which has been continuously supported by the NIH for more than 25 years, focuses on the biopsychosocial impacts of long-term parenting of a child with neurodevelopmental disorders, including autism, Down syndrome, and fragile X syndrome.
Richelle Martin is the Assistant Director of the Office of Industrial Partnerships (OIP). She has been with OIP since the office’s creation in May 2012 and assumed her current role in September 2015. Richelle’s team focuses on developing and maintaining research relationships with commercial entities. She has served on multiple committees examining the policies and practices which impact these relationships and has presented around campus on identifying and addressing issues unique to working with industry. Richelle received her B.A. in Art History, Political Science, and Psychology from the University of Wisconsin-Milwaukee, and her J.D. from the University of Wisconsin Law School.
Kurt McMillen is a Managing Officer in the Office of Research and Sponsored Programs (RSP). He joined the University in 2010 as a Grant and Contracts Specialist. He currently serves as the manager of the RSP Awards Team overseeing a vital function in the sponsored programs mission of the University -- to ensure that all extramurally sponsored awards meet University, sponsor, state and federal laws, regulations, and policies before an account is generated in the University's financial system. Kurt is a member of the National Council of University Research Administrators (NCURA), and has presented nationally on a wide range of topics. He holds a B.S. in Business Administration and Economics from the University of Wisconsin-Stevens Point.
Patrick Medina is the Director of Grants and Contracts Services and Associate Director in the Office of Research and Sponsored Programs (RSP), a position he assumed in 2014. He provides direction to the pre-award supervisors and grants and contract specialists that provide proposal services, award setup and the contract negotiations for campus. Prior to coming to UW-Madison, Patrick spent 8 years at Mayo Clinic in Rochester Minnesota in a variety of positions. The positions included serving as Director of the Human Subject Protection Assurance Program in the Corporate Compliance Office and as Manager of Research Operations (Preaward) in the Office of Sponsored Projects Administration. Patrick began his career in research administration in 2000 as a departmental administrator in the Biological Sciences Collegiate Division at the University of Chicago. Patrick has a B.A. and J.D. from the University of Oklahoma and was in private practice for 11 years.
Debbie Meltzer, B.S., M.S. is the Assistant Dean for Research in the School of Medicine and Public Health (SMPH at UW-Madison). She believes the magic of Research Administration happens when you have good people, who are well-led, well-trained, rewarded, and have challenging roles. Debbie graduated from the University of Wisconsin and went on to do research in the Cancer Center prior to becoming Assistant Dean. She stays current with grant policies/regulations as a member of the National Council of University Research Administrators (NCURA) and campus committees, using that information to inform Research Administrators in 17 Clinical Departments, 10 Basic Science Departments, and 23 Institutes and Centers.
Bridget Montour is a CPA with over 17 years of experience in diverse financial management roles with the State of Wisconsin and UW-Madison. She currently manages RSP’s Revenue Management team which is responsible for Sponsored Projects payment application and Aged Accounts Receivable monitoring and follow up. She previously has served RSP as a Post Award Accountant, PeopleSoft Grants Module Business Analyst and as the NSF Data Analytics Audit Manager. Bridget serves on the Higher Education User Group (HEUG) Grants, Contracts and Billing Advisory Group which strives to improve the PeopleSoft product for Higher Education institutions.
Kim Moreland is the Associate Vice Chancellor for Research and Sponsored Programs at the University of Wisconsin - Madison. Kim is on the Board of Directors of the Council on Governmental Relations and the Federal Demonstration Partnership, and she serves on the Advisory Committee on Business and Operations for the National Science Foundation. She is also a lecturer for Johns Hopkins University in the Master’s degree program in Research Administration. Kim is a recipient of NCURA’s national Award for Distinguished Service in Research Administration and the Award for Outstanding Achievement in Research Administration. She is a former president of NCURA and was recently named NCURA Distinguished Educator.
Hartley Murray, C.P.M., has been the Assistant Director of Purchasing Services at the UW Madison since 2002. He is familiar with Chapter 16 and Chapter 36 State Procurement Rules and is the Campus Small Business Administration (SBA) Plan Coordinator.
Alex Nelson has served as an RSP grant accountant since 2012, serving four years on the Non-Federal team. Most recently he has moved to a Federal post-award team to manage all Department of Energy awards on campus. Prior to his appointment as a grant accountant, he served as an RSP accounting intern since 2009. Mr. Nelson holds a bachelor’s degree in Economics from the University of Wisconsin-Madison, and an MBA with an emphasis in Finance from the University of Wisconsin-Whitewater, where he also served as a graduate assistant in the College of Business and Economics.
Nick Novak is the Assistant Vice Chancellor for Research Services in the Office of the Vice Chancellor for Research (OVCR). He has primary responsibility for the administration of research activities for the OVCR research centers including acting as the Vice Chancellor’s representative for activities related to submission of grant proposals, pre and post award grant administration, effort, conflict-of-interest and acceptance of gifts. He previously served as manager of the proposal team at Research and Sponsored Programs and as a grants manager for several non-profit organizations.
Mary Nutt is Senior Administrative Program Specialist in the Department of Surgery, School of Medicine and Public Health. As part of the Research Administrative team, she provides professional administrative activities to maintain and build on the vibrant and expanding Surgery and Urology research portfolio. Mary transitioned to research administration in 2003 when she moved from the research lab to the “dark side” of administration. She provides support for the full life cycle of each grant in the portfolio, working with the Principal Investigator to develop and manage the grant from inception and submission, to award and closeout.
Jennifer Rodis is a Policy & Planning Analyst in UW-Madison’s Office of Research and Sponsored Programs, where she has worked since fall 2006. She started at RSP as a Grant & Contract Specialist and, in that role, submitted proposals, set up awards, and negotiated contracts. She was also involved in RSP working groups on terms and conditions and cost sharing. From January 2012 to January 2014, she served on an IPA assignment as a Policy Specialist in the National Science Foundation’s Policy Office. Since returning to RSP in February 2014, she has worked on policy analysis and implementation related to various topics, including the Uniform Guidance.
Angie Stenli is the Lead Accountant on the NonFederal Post-Award Team in the Office of Research and Sponsored Programs. In this role she oversees the intern program and manages the Closeout Team. Her portfolio includes awards with the Medical School and Veterinary Medicine. She is also the main point of contact for the prestigious Vilas Awards. She currently administers 500 Vilas projects as part of her portfolio. Angie joined RSP in 2009.
John Varda has worked at the UW for over 20 years. He got his start as an LTE in the School of Journalism. After that he worked for the Department of Astronomy, starting as a Typist and ending as the department administrator. After a short stint as department administrator for the Computer Sciences Department, he worked for six years as the L&S Senior Accountant for Grants, Gifts, and Trust. This year, he became the manager of the Non-Federal Post-Award Team at RSP. John has long experience creating and approving cost transfers, as well as helping others to create their own.
Bonniejean Zitske is the Assistant Director of Research Financial Services at the University of Wisconsin-Madison. She has worked in the central office since 2010 and been with the University of Wisconsin System since 2003. Leading up to her role as Assistant Director she managed the NonFederal Post-Award Team at RSP. Prior to joining RSP she worked in the Office of Sponsored Programs Administration at the School of Human Ecology. She also serves as Treasurer of NCURA Region IV.
