2025 Federal Administration Transition

The new presidential administration has issued several Executive Orders instructing federal agencies to pause certain operations. Following these
Executive Orders, federal agencies have issued memoranda and correspondence to their recipients. While these developments may have implications
for sponsored programs, the full impact remains unclear at this time.
We want to assure you that the Office of Research and Sponsored Programs (RSP), in collaboration with other offices, is actively monitoring the
situation. As further guidance and clarity emerge, we will provide updates to keep you informed and supported.
In the meantime, our guidance is to continue operating as usual, adhering to previously communicated deadlines and requirements for your active
sponsored projects and pending proposals. Please also see below.
If you receive any direct communications from federal agencies regarding these matters, we encourage you to send them to
rspinfo@rsp.wisc.edu. This will help us better understand the evolving landscape and ensure we can
provide timely and accurate guidance.

Proposals
- We will continue to facilitate proposal submissions as Federal agency submission systems are operational.
- Proposal review timelines at sponsoring agencies may be extended during the transition period.
- Funding opportunities may be revised or under review.
What To Do
- There may be changes to proposal deadlines. It is recommended that you confirm deadlines for proposals currently under development.

Confirm that any funding opportunities to which you are responding have not been revised or postponed. Consider signing up for alerts from
the sponsoring agency, if available.
Awards

The terms and conditions of executed awards remain enforceable, including the ability to invoice and receive reimbursement. Work under
executed awards should proceed as usual. Any changes to awards will come through an amendment from the agency for review and execution
via RSP.

Changes to research compliance requirements for current awards are anticipated. These may be implemented at the sponsor level or via an
amendment on a project-by-project basis. Swift compliance with any new requirements is important, and failure could jeopardize funding. If
you are unsure please reach out to RSP.

Changes to award reporting requirements are also anticipated. As with compliance changes, these may be implemented at the sponsor level or
via an amendment on a project-by-project basis. Timely compliance with any new requirements is important, and failure to do so could
jeopardize funding.

If specific programs are terminated or restructured, you may encounter difficulties accessing funds or meeting new criteria. Federal agencies
managing these programs will typically issue guidance on how to proceed. We will pass this along promptly if/when received.

If a program or initiative is reduced or de-funded, there could be delays or pauses in payments for existing grants under those programs.
While this is rare, it may occur if funding for a program is rescinded or redirected.
What To Do
- Review your grant agreement. Ensure you understand the terms, especially clauses related to funding availability and reimbursement.
- Closely monitor budget obligations to avoid overspending award accounts while awaiting anticipated future funding.

Communicate with your grant officer. Stay in contact with your program or grant officer to confirm that there are no changes affecting your
award.

Continue to submit required reports and deliverables to your sponsoring agency on time. Prioritize the submission of any materials that may
be past due.

Monitor policy updates. Keep an eye on announcements from the agency overseeing your grant for any updates on funding or compliance updates.
Stop Work Orders or Notice of Suspension
Some federal sponsors have issued stop work orders or notices of suspension. Those actions require a close review of the activities of the
project and the people who are paid by the project. The PI, department, Dean’s office, and RSP need to work together to assess the impact on each
